debian/rules already tried to set it, but it did not have effect because
buildflags.mk was included too early (so when it was included again second
time, it was no-op).

I fixed it by removing an extra inclusion and uploaded an NMU to DELAYED/5.

I also created a MR on salsa and you can see the diff there:
