I think the best solution in the meanwhile it's discussed is:
To split software into a "core" package and "extra" package.

Extra package to contain non-software related code/data, and core 
package with all to be functional.
Core package could include the "Suggests" pointing to Extra package.

I'm using this dedicated address because personal addresses aren't 
masked enough at this mail public archive. Public archive administrator
