[Debian-ha-maintainers] DRBD 8.3.7rc2

Hi

I've packaged drbd 8.3.7rc2 for upcoming Ubuntu 10.04. drbd 8.3.7 has 
new build process, so couple of changes were needed to debian/rules. 
I've also added .install files for drbd8-utils and drbd8-source.

Note that in Ubuntu we use dkms for module building, so don't just pull 
it from repository.
