[Debian-ha-maintainers] Missing docbook-xml build dependency in cluster-glue, cluster-agents, and heartbeat

Saw this being fixed in cluster-glue. cluster-agents and heartbeat still
missing. cluster-agents is particularly hurtful, as it currently keeps
pacemaker (which depends on it) out of testing. Please fix.
