[Debian-ha-maintainers] libqb

As far as repository structure is concerned, I've started off the libqb
repository using gbp import-dsc.

From here, if we want to use upstreams repository we have two ways we
can go in order to set this repository up described in the following
link.

Please review, I will leave the repository as is until we've all agreed
on a way to do structure and organize our work flow.
