[Debian-ha-maintainers] Resource cannot run anywhere

The resource p_cluster_ip_int1 can run on both nodes. I never had
problems with this one. Only p_apache2, p_bind9, p_lighttpd and 
 p_squid3 are making trouble.
All resources (except the fence devices) are colocated together with
order and depends on each other.
For example:
p_lighttpd after p_bind9 after g_symlinks after g_net-dev1 on
ms_drbd_net-dev1
But i think i should ask the pacemaker guys because it probably not a
packaging related problem as Adrian mentioned before.
