[Debian-ha-maintainers] update wiki - setup/config

Hi guys,

I updated a little bit the wiki:
https://wiki.debian.org/Debian-HA/ClustersFromScratch
I didn't finish, I have yet to finish the fencing stuff, testing the
cluster and stonith.

I'm sure that there are things that can be improved, so feel free to fix
whatever you want.
