[Debian-ha-maintainers] Should we have a session at Debconf?

I was mostly thinking that it would carve out a slot in the schedule; it
seems likely we'll have a fair bit to talk about still by Debconf :-)

[slightly lazily, I'm away from tomorrow, so if someone else felt like
submitting the BoF proposal, that would make my life easier ;-)]
