[Debian-ha-maintainers] pacemaker build failed another jessie host due to missing man7 files

When building pacemaker 1.1.14-2 on another jessie host, the build
failed like this:

dh_install --fail-missing
cp: cannot stat ‘debian/tmp/usr/share/man/man7/ocf_pacemaker_ClusterMon.7’: No such file or directory
dh_install: cp -a debian/tmp/usr/share/man/man7/ocf_pacemaker_ClusterMon.7 debian/pacemaker-resource-agents//usr/share/man/man7/ returned exit code 1
debian/rules:36: recipe for target 'override_dh_install' failed
make[1]: *** [override_dh_install] Error 2

Before that, no console messages were produced about man7.  Only man dir
that was created in tmp is debian/tmp/usr/share/man/man8.

This host where the build failed has less packages installed than the
one where is succeeded, but surely all build depends are satisfied.

Any idea what might cause the error?  Why does debian/tmp/usr/share/man7
not exists?
