Indeed, the ZFS resource agent does not work at all as it is now.
My fix in https://github.com/ClusterLabs/resource-agents/pull/1372
(change < to cat) was accepted within the hour and it would be extremely
strange if that breaks anything else.
If anything we should patch the current version in stable by changing
'<' to 'cat '.
