[Debian-ha-maintainers] drbd-utils 9.11.0-1

Hello drbd-maintainers,

I'm currently in process of syncing debian-unstable w/ ubuntu-devel (for
the 20.04 HA work) and I have proposed the following merges:

https://salsa.debian.org/ha-team/drbd-utils/merge_requests

to move drbd from 9.5.0-1 to 9.11.0-1

Together with this proposal, I have also proposed some small changes to
package in order for better maintainability and satisfy building needs.
