[Debian-ha-maintainers] Bug#1141049: resource-agents: please mark some python3-* build-dependencies as <!nocheck>

Dear Maintainers,

resource-agents is a key package [0],
by virtue of this it is making all of its
dependencies also key packages;
and themselves too ...

So in the end we end up with a sizable network
of packages immune to RC bugs without a good reason.

Please add theses tags in d/control:

               python3-googleapi <!nocheck>,
               python3-pyroute2 <!nocheck>,
               python3-requests <!nocheck>,
               python3-urllib3 <!nocheck>,

... and test accordingly [1]
