[Debian-handbook-translators] Git -> Weblate

Hello Raphael,

Since apparently I have "problems" in setting up Git environment under
Win7, and already have caused some repo issues ( for which I am truly sry
), I am strongly considering using Weblate.
So basically, can you ( or someone else ) prepare hr-HR files under Weblate?
I have already registered there ( dag.velovic ).
