[Debian-handbook-translators] Bug#791812: sometime a msgstr don't appear on HTML files, while corresponding msgid is translated.

Dear all,

There are some untranslated messages left on HTML files,
even they are completely translated on PO file.

I think the reason is that the publican by which POT files are generated
is not same as the publican on buildd.

I tried to generate POT[1] and PO[2] files using publican v4.3.1 on stretch.
and run 'dpkg-buildpackage -us -uc' for generating HTML file, the result is good.
Theoretically speaking, this don't make any change to HTML file,
but all message on PO file are correctly marked as translated, untranslated or fuzzy according to the situation.
This is good for translators like me, because we are concentrated on translating via PO file and
we won't check consistency of message in Docbook, msgid in POT and msgid in PO, one-by-one.
I hope this commits are merged into master/wheezy branch of upstream source tree.

Here is some examples of missing translated message:

Paragraph: The differences between the variants of (... snip ...) by the HTTP keep-alive feature.

The sentences are not translated, but according to the PO files,
the sentences are translated into ar-MA, de-DE, es-ES, fr-FR, it-IT, ja-JP and pt-BR.

File: {es-ES,fr-FR,it-IT,pt-BR}/sect.windows-file-server-with-samba.html
Section: 11.5.2.2. Mounting Windows Shares
Paragraph: //<replaceable>server</replaceable>/shared /shared cifs credentials=/etc/smb-credentials

The sentences are not translated, but according to the PO files,
the sentences are translated into es-ES, fr-FR, it-IT(fuzzy) and pt-BR.

File: {fr-FR,it-IT,pt-BR,ru-RU,zh-CN}/sect.manipulating-packages-with-dpkg.html
Section: 11.5.2.2. Mounting Windows Shares
Paragraph: Unpacking libgdm (... snip ...) which is also in package gdm3 3.4.1-9

The sentences are not translated, but according to the PO files,
the sentences are translated into fr-FR, it-IT(fuzzy), pt-BR, ru-RU and zh-CN(fuzzy).

This is not a complete list. There are many more untranslated messages.
