[Debian-handbook-translators] review request of adding new file for overriding generated text's translation

Dear authors,

I would like to push a commit of adding new files and modifying common files.
But before do so, would you review on the commit[1]?
I would appreciate it if you review, modify and commit/push it as needed.

The commit mainly consists of following items.

* add a file ja-JP/xsl/html-common.xsl for customization layer of Japanese translation.
* import ja-JP/xsl/html-common.xsl from brand/xsl/html-common.xsl.

I'm not sure the location of the new file ja-JP/xsl/html-common.xsl is good for you.
So, Please check this point also.

This commit is for current original jessie/master branch and
is available on jessie/master/proofread/04_adding_language_specific_customization_layer branch[2]
on my github account.
