Thanks for your fix. But there is no difference between
current HEAD (b235a083f39af7b303c8f75344e259dadcd57d95) and
reverted commit (31d7d372c7cad96aa8e753858ac0c8f439b4da43) [1].

It still cause build failure of debian-handbook package.
I think that following commands are sufficient for what you want to do [2,3,4].

$ git revert --no-edit b235a083f39af7b303c8f75344e259dadcd57d95
$ chmod 644 vi-VN/01_the-debian-project.po
$ git commit --no-verify --message="vi-VN: fixed improper permissions." vi-VN/01_the-debian-project.po

[2] debian/rules must be an executable makefile.

[3] build/build-html must be an executable file.
    Because it is directly executed by override_dh_auto_build.
[4] Do you have clear reason to turn off executable permission of
    build/build-* and misc-scripts/aggregate-mailing-list-stats.pl?
