[Debian-handbook-translators] Set up translation for Swedish, weblate + git

Thanks Raphael!
Ok, only Weblate is fine too, as I can upload and download the po-files to
it, and thats good enough for me.
I'll start translating pretty soon, just finishing off some other
translations.
