In my experience it tends to be related to differences in version of
publican and/or its dependencies.
I am running testing/unstable on my box, and maybe it doesn't generate
exactly the same translation strings as on buster.
But I just tried to run "publican update_pot" on buster and it didn't
change any string so that doesn't seem to be the case here.
So I compared the string in the PO/POT file and the string shown and
here's the difference:

So it seems to be related to encoding of the tabulation character. The POT
files have the string without the "\t" but the PO files have the strings
with the "\t".
I update the PO files with "publican update_po --langs=id-ID --msgmerge --previous"
because msgmerge is way faster but apparently it also converts the
tabulations to \t by default. If I update them without the --msgmerge then
it works...
But then I believe the publican code reformats the PO file each time
differently from what weblate is doing and it makes again a lot of
churn...
So maybe the best option is possibly to get rid of those tabulations
everywhere. :-(
Publican seems to be dead at the upstream level too so we can't even
report bugs.
