(debian-in-workers people, this is about starting l10n work for
Sanskrit with svaksha...Unfortunately, and contrary to
Hindi/Bengali/Malayalam/Kannada/Tamil/etc., there is no current sa_IN
locale file existing either in glibc or in Debian's "alternative"
locale package named belocs-locale-data....so, we have to write one
and this is not a so easy process)

No, unfortunately, it is not.
A locale is something that defines a lot of stuff and is the very
primary basis for the support of a language/country combination in a
Unix system.
See attached file which is the hi_IN locale. I also attach the en_US
locale which may be more readable (though these Unicode codes actually
make locales very hard to read). I add to this the xh_ZA (Xhosa for
South Africa) locale because it is one of the best documented and
commented (written by Dwayne Bailey, a very active i18n guru in South Africa).

Look at attched files....I guess you'll more get the point.
Writing a locale means a lot of interaction between someone who knows
how to write a locale.....and someone with a good knowledge of the
language AND the involved country (some parameters are
language-related, some others are country-related).
I hope we can get some input in debian-in-workers.
