They have added exceptions to pango so that Lohit renders properly.

consonant+ virama+ra and
consonant+virama+rra (wrong) would render the cut down lipi form
irrespective of whether it is a traditional lipi font or cut down lipi
font.You could see the effects in the picture linked.

Exactly.

Rachana and Anjali are traditional lipi font where as Lohit is a cut
down lipi font (it is developed in Pune).
