That's wonderful. Please begin by looking at the documentation on
festival-te wiki

Especially, Building_New_TTS

The instructions are not very detailed, but to start with, if you can
set your desktop - editor with Unicode editing support, Unicode
character mapping tools etc, it will be helpful. I would recommend
using GNOME (I worked on it), so will be able to help you out better
in case of any problems.

Also, it maybe appropriate to continue this thread on
festival-te-devel mailing list. There is another person, Mauran
interested in festival for Tamil. It will be great if you can
co-ordinate your efforts. You will find the mails we exchanged in
festival-te-devel mailing list archives.
