At first glance, I would say that the quoted "license" is not exactly
a license but more a statement of intentions.
From the wording of ELCOT I would say that their *intent* is probably
to make the fonts available as widely as possible, without
restrictions. So, either a BSD-like, a GPL-like or the Open Font
License would qualify.
I think it would be more productive to suggest ELCOT people to choose
an existing license. There is a contact address on the given link: md at elcot.in
