ttf-tamil-fonts.conf
ttf-telugu-fonts.conf


The rest of font packages use symlinks such as 41-ttf-arphic-uming.conf
pointing to ../conf.avail/41-ttf-arphic-uming.conf .

I think your package should follow font package policy described under 
conf.d/README .
