Sorry for replying to my own mail. But the above sentence is in very
very bad english and could convey a lot of things in different ways.
So in short

"We propose to have this page in the Ubuntu India Wiki page
(http://www.ubuntu-in.info). If its OK with everyone then we proceed
to create a  page and start adding stuff"
