[Debian-in-workers] ttf-malayalam-fonts need to be repackaged with corrected fontconfig

With the latest fontconfig(2.6.0), the 90-ttf-malayalam-fonts.conf
will not work properly. The configuration need a slight change to
achieve the effective 1.2x1.2 multiplication of font size.
ttf-malayalam-fonts need to be repackaged with the modified
fontconfig(attached).

Let me know if I need to file a bug for this
