[Debian-in-workers] Bug#583490: Workaround

Ah, I should have read this bug before working around it in my box.
I'm posting my workaround patch for the Meera font here, anyway.
Just the same as what Jindrich suggested.

For the double-installation of conffiles, I don't see this. Hasn't it
been fixed in #542897?

Confirm the missing conf.avail/90-ttf-oriya-fonts.conf.
