For the second type bug I presented in my report, the following
summary may be more precise:

If any number of the 07 configuration symlinks listed below together
with the fonts used by them for Serif are installed, then the match
for Serif by one of the configuration would get imposed for all
languages (Indic or Non-indic);and that dominant configuration would
be one which has the highest priority among the installed
configuration symlinks. The descending order of the priorities is the
order in which the following list is arranged:

/etc/fonts/conf.d/90-ttf-tamil-fonts.conf -> /etc/fonts/conf.avail/90-ttf-
tamil-fonts.conf
/etc/fonts/conf.d/90-ttf-punjabi-fonts.conf -> /etc/fonts/conf.avail/90-ttf-
punjabi-fonts.conf
/etc/fonts/conf.d/90-ttf-oriya-fonts.conf -> /etc/fonts/conf.avail/90-ttf-
oriya-fonts.conf
/etc/fonts/conf.d/90-ttf-gujarati-fonts.conf -> /etc/fonts/conf.avail/90-ttf-
gujarati-fonts.conf
/etc/fonts/conf.d/90-ttf-devanagari-fonts.conf -> /etc/fonts/conf.avail/90-ttf-
devanagari-fonts.conf
/etc/fonts/conf.d/90-ttf-bengali-fonts.conf -> /etc/fonts/conf.avail/90-ttf-
bengali-fonts.conf
/etc/fonts/conf.d/90-fonts-pagul.conf -> /etc/fonts/conf.avail/90-fonts-
pagul.conf

Note: the final symlink in the above list (90-fonts-pagul.conf) is
included in Debian (Testing) and Debian (Unstable)
