Below is the reply from upstream of lohit fonts. So till they merge
both fonts we will go with approach christian mentioned
fonts-lohit-beng-assamese / fonts-lohit-beng-as.

If any one has any other suggestion please reply to this mail.

We have stopped releasing Lohit-hindi, Lohit-Kashmiri long time back,
since all of these fonts were identical.

Yes, Bengali and Assamese language uses same script bengali, only
difference is Ra character.
Assamese uses U+09F0 and Bengali uses U+09B0

We can easily handle that in font but AFAIK presently only pango
support lang tag.  Lang tag is supported in harfbuzz-ng as well so
once we will have standardize OTLE we can definitely stop shipping
Lohit-Assamese and keep only Lohit Bengali.
