These issues are in the upstream 65-nonlatin.conf file (If I remember
the name correctly) Mainly TSCu_ been showed for Tamil. To override
this one possible way I can find is reducing priority of conf files
from 90 to below 65 but as Santhosh mentioned me we are not sure of
the consequences of overriding 65-nonlatin.conf so I've not done this

Santhosh has provided below patches to upstream but upstream is not responding

So I've asked him to provide these patches to Debian maintainers of
fontconfig so atleast we can get it resolved in debian.

@Santhosh please provide these to debian by raising a bug on fontconfig packages
