[Debian-in-workers] upstream for Gargi & Sarai fonts

Hi,

Since Gargi and Sarai fonts have been unmaintained for long time ,
have checked them in here for further development.

Initial action is to fix Unicode mappings, and address errors given by
fontlint. In next step include glyphs for complete Devanagari coverage
& required layout rules.

will address this bug too.
