[Debian-in-workers] Bug#713816: fonts-deva-extra must depend on fonts-gargi and fonts-sarai for jessie

Common procedure in Debian is that when something got splitted out
of a package, the package depends on the splitted out packages for
the next stable release of Debian to ensure that everyone upgrading
to the new stable will keep everything installed that was before.

Also keep in mind that for a user doing a full upgrade from wheezy
to jessie, a NEWS.Debian entry is nearly useless since there are
too many of those (and adding NEWS.Debian entries for situations
like this here only makes the problem worse).

Therefore, fonts-deva-extra should:
- drop the NEWS.Debian and
- depend on fonts-gargi and fonts-sarai and
- demote these dependencies to Recommends or Suggests *after* the
  release of jessie
