Dear Maintainer,

I just tried building this package on Debian Jessie as most of our
infrastructure still uses this release.  Out-of-the-box, it will not
build due to the version of debhelper, however if you tell it to ignore
this, it builds just fine.

This suggests the version of debhelper could be dropped back to what's
available in Jessie and thus make it trivial for people to build this
package for Debian Jessie systems without needing to tweak the Stretch
version of the source package.
