[Debian-iot-maintainers] Repairing DEP-14 for the mosquitto repo - Done

Hi.

I just finished this. Everything looks OK. Upstream version 2.0.20 has
been merged into the new debian/master. All debian release tags are in
the debian/master.outdated branch, which is expected. The default
branch is the (new) debian/master.

The build of debian/master failed because the version does not match
the changelog yet. 

If I broke anything please notify me.
