I've run the following command so you should be soon able to then also 
upload new package preparations of mosquitto.

> $ dcut ftp-master dm --uid 0x1F2C95CCC17173AE68F06759FBE08DA64BF78AA9 --allow  mosquitto
> Uploading commands file to ftp.upload.debian.org (incoming: /pub/UploadQueue/)
> Picking DM Joachim Zobel <jz-2017 at heute-morgen.de> with fingerprint 1F2C95CCC17173AE68F06759FBE08DA64BF78AA9
