[Debian-iot-maintainers] mosquitto: Switch debian/master to 2.1 releases?

Hi.

If there aren't any objections I'll switch mosquitto in testing to 2.1.
According to the upstream branches Upstream will continue to maintain
2.0. This will be helpful in case we need security updates for stable.
The time until testing becomes stable should be more than sufficient to
stabilize the 2.1 releases.
