[Debian-l10n-devel] Virtaal package

Hello Christian:

Nicolas kindly sorted the problem for me last night... The new file
debian/source/options takes care of what he intended in the first place,
being able to build twice in a row. rm -f mo/ is not necessay anymore.

Last commit shows the various changes, please give it a look and
tell me off if suitable.
