[Debian-l10n-devel] A better po to ddtp conversion script

Attached is a better implementation of po to ddtp conversion tool,
which works for po files like http://ddtp.debian.net/pos/

It currently has hard code to use zh_CN as result language, and can be
easily modified to other languages. (Not tested with RTL languages,
though.) This is a better version because it can deal with several
common problems that usually appear in translations.
