[Debian-l10n-devel] Merge ddtp and debian-l10n projects under alioth

From memory, this project is dated back to 2006, when we had the GSOC
student (Gintautas Miliauskas) (supposed to be) working on a DDTP
"backend" which lead to....absolutely something else which has never
been used..:)
