[Debian-l10n-devel] Bug#826856: virtaal: Update to translate-toolkit packaging

Dear Maintainer,

As of translate-toolkit 2, support for Python 3 is starting to appear in the
code and so the Debian packages have been split into

  * python-translate (Python 2 modules)
  * python3-translate (Python 3 modules)
  * translate-toolkit (command line tools)

It appears that Virtaal only use thes public modules of translate-toolkit and
at this stage it is also Python 2-only. Once translate-toolkit 2.0 is uploaded
to unstable (currently in experimental), the dependency on translate-toolkit
should be updated to python-translate. Once virtaal is able to use Python 3,
it can be changed to python3-translate.

At present, Python 3 support in translate-toolkit is not complete and so the
translate-toolkit package and the command line tools will still use Python 2
and the translate-toolkit package will depend on python-translate (and not
on python3-translate). This means that the current dependency on
translate-toolkit will remain functional for the foreseeable future.
