Please note, that the developers-reference also has
https://www.debian.org/doc/manuals/developers-reference/developers-reference.en.html#general-recommendations-for-authors-and-translators
mentioning most of the above already.

So, in theory all developers should be aware of this.
I know that practice looks different.
