I don't think so, never had this issue.  Did this work before, or
could your virtualization play a role?  I once saw strange things
happen (kvm), where machines could not be reached over the network
immediately, but after sending a few pings, it worked without
problems.  However, this did not happen lately, so I guess it has been
fixed for my virtualization solution.  And I never had this on real
hardware.

Please also have a look in '/var/log/apt-cacher-ng/apt-cacher.err' and
look for "[301 Moved Permanently]".  This could be the problem too,
described here:

You need to rebuild your diskless chroot, just

    rm -r /opt/live
and then run:
    /etc/rc.local
again.  That should work, and packages are usually available in the
second run.

Would be great to find the reason.
