"RC" is abbreviation for "release critical" and means that the bug is so 
severe that it is better to release _without_ the package if not fixed.

Yes, generally the "freeze" period permits only fixes for severe bugs, 
but the harder the freeze, the less likely the release managers are to 
permit bugfixes and instead drop the package - especially packages 
without reverse dependencies as is the case with debian-lan.
