[Debian-lego-team] NQC packaging and upstream change

Hi again,

I opened an MR[1] importing patches from the debian packaging.

I will have to exclude the firmware directory as this is definitely not
free software.

I also do not have the licensing term for the doc/*.pdf files neither
the sources, I will have to exclude them from the debian package too.

The doc/NQC_Manual.pdf file is not that useful as it duplicates
information from the manual page. Though the man page would benefit from
an update.

There is no source for fastdl.srec, nor rcxnub_odd.h. I suppose this was
made using assembly, so not a big difference, but it would be nice to
find the origin of this file. Do you have any clue about it?
