[Debian-lego-team] NQC packaging and upstream change

In follow up to an earlier question about providing a website to go along with the new upstream source, a basic website for NQC is now available at the link below.

The source for the above website is the "docs" folder (for GitHub Pages usability) under the NQC project site.

I am also hoping to complete the integration of the nqc-libs project into the nqc project and have just the "libs" folder to work through yet.

Once those *.nqh and associated documentation files under that folder are incorporated, I am tentatively planning that as a v4.1 release (feedback welcome).
