[Debian-lego-team] NQC packaging and upstream change

Update on the status of integrating the *.nqh files from the nqc-libs
repo, to provide opportunity for raising any potential concerns:

There are currently 6 *.nqh files, which I've setup to install to
${includedir}/nqc

Having originated from various sources, a few different licenses are
applicable to these *.nqh files:
 * libdcc.nqh - Mozilla Public License 2.0
 * math-compare.nqh & math-trig.nqh - Unlicense License
 * sys-msg.nqh & sys-sem.nqh - Mozilla Public License
 * vll.nqh (& vll_test.nqc test program) - GNU GPL v3 or later


> By the way, you may want to fix the build for hurd, those errors were

This appeared to be addressable without too much difficulty and should be
available in the next release.
