[Debian-lego-team] Bug#1126995: nbc: enable downloading of compiled programs

nbc is now build without downloading support because it depends on
libusb 0.1 which will no longer be packaged in Debian.

Once nbc is upgraded to use libusb 1.0, downloading support can be
enable again.

Another option would be to enable downloading over bluetooth only.
