I agree with this for packages in stable.  I tend to use latest debhelper for
new packages not yet in stable.  I also was told that recent debhelper versions
are ported to all dists on backports.org quite soon (never checked this).  So
IMHO using recent debhelper versions should be no real issue for backporting.
