+GIIRA needs Cplex
+
+   http://www-01.ibm.com/software/commerce/optimization/cplex-optimizer/

+as optimiser.  Since Cplex is proprietary software the package can not
+be build against this code and so it was excluded in a patch.  If you
+own a Cplex license feel free to deactivate the patch in the package
+source and rebuild this package which Cplex support.
+
+As an alternative optimiser glpk is used in the Debian package.
