    Restore FOIA date as upstream package version.
    
    The latest FOIA release of VistA happened on April 5th 2013.
    We are using this date as the upstream version identifier for
    the vista-foia package, as 0.20130405.
    
    This follows debian policy:
    
    Section 3.2.1 "Version numbers based on dates"
