Log:
Revert dependency on libxml-dev and set minimal version of libdcmtk-dev instead

Because of the use of the cmake build system, libdcmtk-dev adds some libraries 
to the link command, that are normally not required. The according -dev packages
are now pulled in by the required version of libdcmtk-dev.
